    Make the Construction Industry Exemption Permanent

                    The Department of Labor (DOL) has proposed a new pathway to apprenticeship by creating Industry Recognized Apprenticeship Program (IRAPs).

                    IRAPs are loosely regulated training programs intended to help industries without robust training standards improve workforce skills. They do not have graduation or completion requirements, they do not have national recognized certifications or credentials and they are not required to conduct safety training. 

                    The proposed rule currently exempts the construction industry from IRAPs, but anti-union interest groups including Associated Builders and Contractors (ABC) are pushing to eliminate this exemption to weaken Davis -Bacon, Project Labor Agreements (PLAs) and our apprenticeships.

                    The DOL has published a draft version of the rule and is now accepting written comments from the public until August 26, 2019. The DOL will release the final rule several months after the the comment period ends. The current construction exemption may be removed from the final rule without warning

                    We cannot let our guard down it is critical that we get involved and share our voices. Please encourage your friends, family and anyone involved with a building trades union to submit a written comment supporting the construction exemption.
